Agriculture has always been the backbone of India. Even today, a large section of the country's population depends directly or indirectly on farming for their livelihood. These laws soon became the center of one of the largest farmer movements in independent India's history. The protests continued for more than a year and eventually led to the repeal of the laws in 2021. The entire episode became an important chapter in Indian politics, agriculture, and democracy.

It is necessary to first understand how agricultural marketing worked before these laws were introduced. In most states, farmers sold their produce in government regulated markets known as Agricultural Produce Market Committee or APMC mandis. These markets were established to protect farmers from exploitation by middlemen. Farmers brought their crops to these mandis where licensed traders purchased them through auctions. Many important crops such as wheat and paddy were also procured by government agencies at the Minimum Support Price. This system provided some level of price assurance, especially in states like Punjab and Haryana where government procurement was strong.
Despite its benefits, the existing agricultural marketing system also had several weaknesses. Many villages were located far from mandis, making transportation expensive. Farmers often had to pay market fees and commissions. Small farmers had limited bargaining power and were forced to sell quickly after harvest due to financial needs. In several states, the mandi system was weak, and farmers depended on local traders who often offered lower prices. Storage facilities, cold chains, and processing industries were also insufficient. The government argued that reforms were necessary to modernize agriculture, encourage private investment, and give farmers more choices in selling their produce.
In September 2020, Parliament passed three agriculture laws. The first law was the Farmers Produce Trade and Commerce Promotion and Facilitation Act. This law allowed farmers to sell their crops outside APMC mandis without paying mandi taxes. Farmers could sell directly to private buyers, companies, processors, exporters, or consumers across state boundaries. The government claimed that this would create competition among buyers and help farmers receive better prices. Farmers would no longer be limited to government regulated markets and could choose wherever they found the best price.
The second law was the Farmers Empowerment and Protection Agreement on Price Assurance and Farm Services Act. This law introduced a legal framework for contract farming. Under contract farming, farmers could enter into agreements with companies, food processors, exporters, or retailers before sowing the crop. The agreement could specify the quality, quantity, standards, price, and delivery conditions. According to the government, this would reduce market uncertainty, provide assured prices, improve access to technology, and encourage investment in agriculture. Farmers would benefit from technical support and modern farming practices while companies would receive a reliable supply of quality produce.
The third law was the Essential Commodities Amendment Act. This law amended the Essential Commodities Act by removing cereals, pulses, edible oils, onions, and potatoes from the list of essential commodities under normal circumstances. Stock limits could only be imposed under exceptional situations such as war, natural calamity, or extraordinary price rise. The government argued that this change would encourage private investment in warehouses, cold storage facilities, food processing units, and supply chains. Investors were expected to build modern storage systems because they would no longer fear sudden stock restrictions.
The government presented several arguments in favor of these laws. According to the government, the reforms would provide farmers with freedom of choice. Instead of depending only on mandis, farmers could sell anywhere in the country. Competition among buyers would increase, leading to better prices. Contract farming would reduce risks by guaranteeing prices before cultivation. Private investment would improve storage, transportation, food processing, and export opportunities. The reforms were also expected to reduce wastage of agricultural produce and improve supply chain efficiency. However, many farmers and farmer organizations strongly opposed the laws. Their concerns were based on both economic and legal issues. Since private buyers could purchase outside mandis without paying market fees, many believed trade would shift away from government regulated markets. As mandi revenues declined, infrastructure and procurement systems could weaken. Farmers in Punjab and Haryana, who heavily depended on government procurement at Minimum Support Price, feared losing this important safety net.
Another major concern was the future of the Minimum Support Price system. Although the government repeatedly stated that MSP would continue, the laws did not provide any legal guarantee that private buyers would purchase crops at or above MSP. Farmers feared that once government procurement declined, private companies might offer lower prices. Small farmers with limited storage capacity and urgent financial needs would have little bargaining power. Many believed that large corporations could dominate agricultural markets over time.

Contract farming also raised concerns


While supporters believed it would benefit farmers, critics argued that small farmers lacked the legal and financial resources to negotiate fairly with large companies. They feared unequal contracts, delayed payments, quality disputes, and possible exploitation. Although the law included dispute resolution mechanisms, farmers argued that approaching local administrative authorities instead of regular courts might not provide adequate protection.
The Essential Commodities Amendment Act also faced criticism. Opponents feared that removing stock limits would allow large companies to store huge quantities of agricultural produce. This could increase their control over market prices. Companies might purchase crops cheaply during harvest season, store them in large warehouses, and later sell them at much higher prices. Critics believed this could reduce farmers' share of profits while increasing prices for consumers.
Another important issue was the manner in which the laws were passed. Many opposition parties argued that the bills were approved in Parliament without sufficient discussion and consultation with states and farmer organizations. Agriculture is a subject where both central and state governments have important responsibilities. Several states believed they were not adequately consulted before the reforms were introduced. Farmer organizations initially organized protests in Punjab during September 2020. Rail blockades, demonstrations, and public meetings were held across the state. As protests expanded, farmers from Haryana, Uttar Pradesh, Rajasthan, Madhya Pradesh, and several other states joined the movement. In November 2020, thousands of farmers began marching toward Delhi to demand repeal of the laws. They were stopped at the borders of the national capital, where they established large protest camps at places such as Singhu, Tikri, and Ghazipur. These camps became the center of the movement for more than a year.
The protest sites developed into organized communities. Farmers arranged food, drinking water, medical services, libraries, schools, and community kitchens. Volunteers from different parts of the country provided support. Women, youth, students, retired soldiers, social activists, labor unions, and civil society organizations participated in various ways. The movement remained largely peaceful despite occasional incidents of tension. Protesters emphasized discipline and collective decision making.
Farmer organizations demanded complete repeal of the three agriculture laws. They also demanded a legal guarantee for Minimum Support Price. According to them, MSP should become a legal right so that no buyer could purchase crops below the announced support price. Farmers argued that this would provide income security and protect them from market fluctuations.
The government held several rounds of negotiations with farmer representatives. During these meetings, government ministers explained the benefits of the laws and proposed amendments to address farmers' concerns. The government even offered to suspend implementation of the laws for a certain period while discussions continued. However, farmer unions insisted that only complete repeal of the laws would resolve the issue. As a result, negotiations failed to produce an agreement.
The movement received national and international attention. Supporters viewed it as a peaceful democratic struggle to protect farmers' rights and livelihoods. Critics argued that reforms were necessary for long term agricultural development and that the protests were preventing modernization. The issue generated widespread public debate through newspapers, television, social media, academic discussions, and political campaigns.
The Supreme Court of India also became involved in the matter. In January 2021, the Court suspended the implementation of the three agriculture laws and appointed a committee to hear different viewpoints. However, protesting farmer organizations decided not to participate before the committee because they believed its members had previously expressed support for the reforms. The protests therefore continued despite the Court's intervention.
On January 26, 2021, during the Republic Day tractor rally in Delhi, some groups deviated from agreed routes, leading to clashes with police and incidents of violence. These events attracted significant media attention and created controversy. However, many farmer organizations stated that the movement itself remained committed to peaceful protest and distanced themselves from acts of violence. The majority of demonstrations continued peacefully after the incident.
The protest continued through different seasons, including extreme summer heat, heavy rains, and cold winter conditions. Farmers stayed at protest sites for months, demonstrating remarkable determination. 

Community support remained strong


Langars or free community kitchens served meals to thousands of people every day. Medical camps treated protesters, while volunteers organized educational and cultural activities. The movement became an example of sustained peaceful public mobilization.
On November 19, 2021, the Prime Minister announced that the government would repeal the three agriculture laws. The government acknowledged that it had not been able to convince a section of farmers about the benefits of the reforms. Parliament subsequently passed the Farm Laws Repeal Act, and the three laws were officially withdrawn. This decision marked the end of one of the most significant farmer movements in Indian history.
