Answer - Climate change has become one of the greatest challenges before humanity. Rising temperatures, irregular rainfall, floods, droughts, heat waves, declining groundwater, loss of forests and increasing pollution are affecting the environment as well as the economy. Uttar Pradesh is one of the largest and most populous states of India. A large section of its population depends on agriculture, natural resources and climate sensitive occupations. Therefore the state is highly vulnerable to the adverse effects of climate change. To deal with these challenges the Government of Uttar Pradesh prepared the 

State Action Plan on Climate Change


The plan is based on the objectives of the National Action Plan on Climate Change and focuses on reducing greenhouse gas emissions while strengthening the capacity of people and institutions to adapt to changing climatic conditions. The State Action Plan includes seven major missions. Some aspects of the Himalayan ecosystem are included under the Strategic Knowledge Mission because only a small part of the state is connected with the Himalayan region. The missions aim to promote sustainable development while protecting natural resources and improving the quality of life of citizens. Objectives of the State Action Plan on Climate Change The main objectives of the State Action Plan are to reduce the harmful impacts of climate change, improve climate resilience, conserve natural resources, encourage clean energy, strengthen scientific knowledge, improve institutional capacity and ensure sustainable economic development. The plan also seeks to integrate climate concerns into government policies and development programmes so that long term growth is achieved without damaging the environment. Missions Included in the State Action Plan on Climate Change in Uttar Pradesh Sustainable Agriculture Mission Agriculture is the backbone of Uttar Pradesh. Climate change directly affects crop production through irregular rainfall, increasing temperatures, floods, droughts and pest attacks. The Sustainable Agriculture Mission focuses on making farming more resilient and environmentally friendly. The mission promotes climate resilient crop varieties that can tolerate drought, floods and high temperatures. It encourages efficient irrigation methods such as drip irrigation and sprinkler irrigation to save water. Farmers are encouraged to adopt soil conservation practices, crop diversification, integrated nutrient management and organic farming. The mission also supports weather based advisory services so that farmers can take timely decisions regarding sowing, irrigation and harvesting. Livestock management, fisheries and horticulture are also included under this mission. The mission aims to improve farmers income while reducing environmental degradation and conserving natural resources. Solar Energy Mission The Solar Energy Mission aims to increase the use of renewable energy and reduce dependence on fossil fuels. Uttar Pradesh receives abundant sunlight throughout the year, making solar energy an effective and sustainable source of power. The mission promotes installation of solar power plants, rooftop solar systems, solar street lights, solar pumps and solar powered irrigation systems. Government buildings, schools, hospitals and public institutions are encouraged to adopt solar energy. Rural electrification through decentralized solar systems is also an important objective. The mission helps reduce greenhouse gas emissions, improves energy security, lowers electricity costs in the long run and creates employment opportunities in the renewable energy sector. Energy Efficiency Mission The Energy Efficiency Mission focuses on reducing energy consumption without reducing productivity. Green Uttar Pradesh Forestry Mission Forests play a vital role in maintaining ecological balance by absorbing carbon dioxide, conserving biodiversity, protecting soil and regulating water cycles. Uttar Pradesh has relatively low forest cover compared to many other Indian states. Therefore increasing green cover is an important priority. 

The Green Uttar Pradesh Forestry Mission 


Promotes large scale plantation drives, restoration of degraded forests, agroforestry, urban forestry and conservation of biodiversity. Jal Mission Water is one of the most important natural resources affected by climate change. Rising temperatures, declining groundwater levels, irregular rainfall and increasing water demand have created serious challenges for Uttar Pradesh. The Jal Mission aims to improve water conservation, water use efficiency and sustainable management of water resources. It promotes rainwater harvesting, groundwater recharge, restoration of ponds and lakes, watershed management and efficient irrigation practices. The mission also focuses on improving drinking water supply, reducing water pollution, protecting rivers and encouraging community participation in water conservation. Better management of water resources helps agriculture, industry, urban development and public health while reducing vulnerability to droughts and floods. Integrated planning of water resources is considered essential for long term sustainability and climate resilience. Strategic Knowledge Mission Scientific knowledge and reliable information are essential for effective climate action. The Strategic Knowledge Mission aims to strengthen research, data collection, education, awareness and institutional capacity related to climate change. The mission encourages climate research through universities, research institutions and government departments. It promotes climate modelling, vulnerability assessments, weather forecasting and development of climate information systems. Capacity building programmes are organized for government officials, local bodies, researchers and community organizations. Public awareness campaigns are conducted to educate citizens about environmental conservation, energy saving, water conservation and sustainable lifestyles. The mission also supports collaboration with national and international institutions for exchange of scientific knowledge and technological innovation. The state has also been strengthening green skills and climate related research through educational initiatives and institutional development. Sustainable Habitat Mission Rapid urbanization has increased pressure on cities in Uttar Pradesh. Growing populations, traffic congestion, pollution, waste generation and increasing energy demand require sustainable urban planning. The Sustainable Habitat Mission focuses on developing environmentally friendly cities through improved public transport, energy efficient buildings, scientific waste management, sewage treatment, clean drinking water and better urban infrastructure. The mission promotes green buildings, urban green spaces, non motorized transport, cleaner fuels and efficient public transport systems. It encourages better planning of residential and commercial areas while reducing pollution and improving the quality of urban life. Solid waste management, wastewater recycling and pollution control measures help reduce environmental degradation and make cities more resilient to climate related disasters such as floods and heat waves.

Institutional Framework The Department of Environment acts as the nodal department for implementing the State Action Plan on Climate Change. The plan emphasizes interdepartmental coordination, scientific monitoring, regular evaluation and public participation to ensure successful implementation of climate related programmes. Its seven missions namely Sustainable Agriculture Mission, Solar Energy Mission, Energy Efficiency Mission, Green Uttar Pradesh Forestry Mission, Jal Mission, Strategic Knowledge Mission and Sustainable Habitat Mission cover all major sectors affected by climate change.
